Question CPU Clock Speed Stuck

My Ryzen 5 1600 CPU is stuck at 3.4 GHz clock speed. My base clock speed is 3.2, and my boost clock speed is 3.6. The CPU's frequency is fixed even when under full load.

However, even on Cinebench where my CPU load is 100%, it is still stuck at 3.4GHz

and how many cores were active when you run cinebench?
it look like it running better then it was design
