When idle with just CPU-Z open I see that my CPU clock speeds go from 800mhz to like 2800mhz, back down to 2700mhz etc. etc. is this normal? CPU usage and temps are still low btw.

Solution
Windows power plan set to Balanced is fine, there is no reason to run at a constant 4.7 GHz to read THG forums and play Solitaire, etc...

Allow it to ramp up and down, as most CPUs have been doing for years anyway...

What CPU? Motherboard? Operating system?

In general: Yes, it's normal to clock back the CPU speed when idle to conserve power and when under heavy load to stay within TDP (maximum power/heat output) specification. It happens very quickly and frequently on laptops to conserve battery and because they have barely adequate cooling, at best, even for their processor's tiny TDP specifications.

i have an i7-8700k and a ASUS ROG STRIX Z370-F GAMING Motherboard Coffee lake, and im running windows 10 pro 64 bit

I would say yours is performing nominally, clocking back to conserve power when relatively idle. You can probably change that by changing to the High Performance power plan.

thanks, ive recently enabled xmp in mt bios settings so my ram would run 3000 mhz, so idk if that has anything to do with it.
