CPU clock speeds

Hi all

Built a gaming P.C and was playing GTA V and Tom clancys the division and I got really low fps, The gameplay would slow down on intensive gameplay. So I did a 3dmark Bench test and the results was low. The cpu would stay at 1.4 Ghz even though it's a 4 Ghz processor. I have changed the vcore from it's default 0.928 (thats on auto) to 1.3 v but theres no change. Also disabled a few others after looking on forum sites
No matter what I do the speeds just stick around 1.4 ghz. Need help on this subject as I am new to building a p.c.

My spec's are:

AMD FX 8350 8 core 4 ghz
MSI Gaming Motherboard 970
MSI R9 390 8gb
Corsair 16 gb Dram (x2 8 gb sticks)
1Tb Western digital Hard drive

P.s My Bios are upto date
 


Should be that. Had that CPU with the stock fan for a while. It would heat up to 65C after one or two minutes on BF3. At least GTA will push more on the CPU. Do you have the stock fan?
 
During gaming, I have the Msi gaming app up. It shows all the temp. Gpu goes up to 69-72c, the cpu temp just goes to 34c and the clock speed sticks to 1.4 ghz
 


Aren't you looking at the mobo temp? Look at the socket/core temp. Install HWmonitor. Did you change any BIOS settings? Have you tried going to the BIOS and changing the settings to default?
 


 
It says cpu temp. Changed some settings like vcore to 1.2v from 0.928. And turbo core settings, Mobo temp is 10c higher at idle. Tried everything and still no change, so bios settings it back to default
