CPU clocks down to 0.8Ghz

OK so I`ve had this build for 6 months and for the last month something went wrong, I have an i7 6700k CPU on Z170a Gaming M5 MSI motherboard, and the cpu core speed was staying at 0.8 ghz.
I`ve turned slow mode on and off but nothing happened.
I`ve tinkered in BIOS but still nothing happened .
Intel XTU shows thermal throttle at 100% at low temp and load.
Windows power options are as they should be.
Finally I disabled Intel Adaptive Thermal Monitor and it works fine now, what I want to know is if the problem is with the motherboard or the CPU so I know which one to return.

AFAIK, the CPU's thermal management is integrated in the CPU, the motherboard has no control over it beyond setting up the CPU's configuration parameters.

You may want to begin your troubleshooting with making certain you have the newest BIOS installed, perhaps there is a CPU initialization bug fix or microcode update in there that will fix your problem.

The CPU runs at about 35-40C. I`ll go ahead and contact MSI to see what they say. Thanks
 
At low load it should run at 0.8 GHz and be that cool, but it should be much hotter than that and run at it's rated speed at full load.
