CPU Coil Whine Issue

I was searching for coil whine root for hours and just noticed it's synced with CPU MHz while monitoring it with MSI command center.

Even if that CPU frequency changes from 3686,1 to 3686,5 while idle it makes a audible whining sound. (i3 6100)

Is this because of my PSU? Is there a way to fix this?

Also noticed that there is zero whining while doing a CPU stress test with Prime95.


 
is it new defect or it has been always like this?
increased or newly developed noise could be due to materials wearing out over time, either the ones in the components (such as the transformers winding insulation) or the ones used to deaden the sound (i.e. the glue that holds them firmly to the PCB)
