Question CPU compatibility for a TUF Z390M Pro Gaming [Wi-Fi]

I have been trying to find a CPU for the TUF Z390M Pro Gaming [Wi-Fi] motherboard. I have tried twice to order the CPU and both the CPU's I purchased don't appear compatible. Below is what is written on each CPU
Intel Core i7
i7-9700
srg13 3.00GHZ
x025d464

Intel Core i7
i7-8700
sr3qs 3.20GHZ
lb38e567

I also have a second motherboard, very similar to the one above
MPG z390 gaming edge. Neither CPU works in either. I thought I researched this correctly but evidently not. I can still return the one CPU.

Does anyone have any thoughts on this?

brand and model of the psu? PowerSpec 400w PSL 400w WF (I have also tested with a 500w PSU with the same results.)

To provide a few more details about the behavior:
on the TUF Z390M Pro Gaming is a set of four diagnostic lights. when either CPU is in place, the machine powers up, fan spins. It just doesn't post on the screen (using the built in or external video card. The diagnostic light ont he end (CPU) illuminates.

When the CPU's have been tried on the MPG z390 gaming edge board, the board) illuminates. the CPU fan spins up. But again, nothing on the screen.
It seems that neither of these CPU's are correct for the boards. I would love to know which CPU I should be trying to obtain.

Z390 motherboards should accept any 8th gen or 9th Gen CPU as standard.

Did you buy these motherboards second hand? Have you checked the socket for any bent, broken or missing pins?

Is there any damage to the LGA pads on the rear of the CPUs? I take it these were bought second hand?

Yes, everything is second hand. I am going to try a new power supply(750W.)
I'm pleased to know this should work. And I can hardly believe all four are bad?

I would definitely check the sockets of both motherboards before purchasing anything new. Take a picture and post on here via imgur if you are unsure what you are looking at.

With all items being bought second hand then it will be a bit of trial and error. I would try and boot with just 1 stick of Ram making sure that you are using slot A2 (and B2 when using 2 sticks). If things do not work then switch the 2 sticks and repeat.

I will admit though that those PSUs are not brilliant by any stretch of the imagination! If you do purchase a PSU then I recommend referring to the list in the PSU section of this forum to ensure you are getting at least one from the higher tier.

Can you confim that you have plugged both power connectors into the motherboard? This will be a larger 24 pin connector on the right side of the motherboard and an additional 4 pin on the top above the where the CPU slot is?

Do you also have a dedicated GPU or are you planning on using the cpu for video out? If you do have a dedicated GPU then can you list what card you have.
