CPU constantly going to 100% usage

So I just rebuilt a used computer that I got from a family member. It's running just fine except for one major issue. Whenever I load up an internet browser or do anything at all the CPU jumps to 100% usage and stays there. I could just open Steam or any other program and this happens. If I type anything in the internet browser this happens. It doesn't matter what browser All of the parts are ones that were the originals for this computer. I don't know if this has anything to do with it but when I press the power button it doesn't always turn on the first time. The lights will come on and then it will shut off. I'll press the power button again and it will turn on normally. How could I fix these issues or at least figure out what is causing them? Below are the specs for this computer.

NVIDIA GeForce GTX 1060 3GB

First thing, when it comes on, open task manager and see if a particular task is using all the CPU, if this is not the case then i'd recommend reseating the processor. It kind of feels like it could be a physical hardware issue but as i said its worth checking the Task manager.


Also if there is no task causing this issue in task manager, try booting in safe mode!

On a new build, it is normal to see high cpu usage.
That is windows indexing files.
It is run at low priority to not interfere with your real work.
If your normal work is not impacted, then ignore it for a while and it will eventually complete the job and go away.
Open task manager/resource monitor.
Sort on cpu activity and see what is consuming the processing cycles.
Use google to identify anything unknown to you.

Windows will initially be scanning your pc to look for updates it thinks you should have.
This can be very cpu intensive.

Another possibility is windows defender doing an initial antivirus scan.

What is the make/model your psu?
A older, low quality psu can deteriorate over time.

Are there any motherboard bios updates that might address this issue?
Do not flash the bios on just speculation.

One reason for delays during startup is that the motherboard does not like the ram settings and tries to find something that works.

It would be most unusual for an intel processor to become defective.
Do not reseat the processor without a very good reason.
Reseating the processor can easily damage the socket pins, making the motherboard useless.
Intel specifies a max of 15 reinsertions for the socket.
No telling how many might have been done before.

One easy functional test would be memtest86.
You should be able to complete a full pass with NO errors.

Windows 10 is rife with instrumentation.
Turn off all you can find.
Start with the privacy settings.
For example the default is to let windows distribute updates to others, using your pc.
Google for a list of others.
 
Ok, so as of writing this post here is what I've found out. The computer only lags whenever a program starts like chrome, discord or steam. After the program is done loading the CPU percentage goes down. Even while downloading a game my task manager is saying I'm only using between 15-30% of my CPU while also typing in chrome and doing other tasks. My main issue is that the Task manager is saying I'm using between 15-30% but I'm also using Advanced System Care to monitor it also and it is saying I'm using around 100% constantly. So should I be worried about the CPU usage or is it normal for there to be hiccups whenever the system is loading a program or during a download? Also is Advanced System Care a good program to use for monitoring my computers performance?
