I'm building a computer and wanted to know if I could at least boot the os without a CPU heat sync.

Nope , don't do it.

Can cause serious damage and ruin your setup.

You boot, but it is not recommend. I would STRONGLY suggest you at least use a stock cooler which is about $10 on eBay. Aftermarket is are ~30-40.

You'll get about 10 seconds before it overheats.
Don't do this.
