CPU cooler error?

I had an HP Pro 3500 as my old PC but I have recently changed the CPU, added a GPU. upgraded the RAM and put it all into a new case. The only original part of that PC that I have is the motherboard.

I realised a few days ago that my PC was running quite hot with the HP stock cooler so I decided to order a replacement. I went for an Arctic Freezer 33 as per the recommendation of someone on these forums.

I have installed the cooler into my PC and as far as I can tell, the cooler is fine and functional as it spins when I boot. I feel that the problem lies with my motherboard and HPs awkward BIOS.

When I boot my PC I get an error saying '511-CPU Fan not detected' and I believe it is because I am using a non-standard cooler that HP does not want to recognise.

Can anyone confirm my suspicion and suggest a possible fix? My CPU is basically useless and running at a solid 60-65 degrees Celsius on idle which is far from what I would like it to be at.

My motherboard is an Foxconn Cupertino2-H61 running the most up to date BIOS

Thanks in advance.

There is only one CPU fan header on the motherboard. I have connected it to that header. My CPU fan is spinning when the system boots but does not spin when the system is running.

My problem is not the error message as I can get past that by pressing F1, it's that my system does not want to let my CPU fan run at all.

It is a 4pin connector. Both fans used a 4pin connector. My motherboard only has 1 fan connector which is currently occupied by a case fan.

2 system fan headers:

That isn't labelled on the board and not listed on the internal connectors on the HP site as a fan connector as it says only one system fan connector, however I did try it and nothing happened.

That's where I plugged it in.

I tested the fan in a system fan header to make sure that it was working and the fan worked the way you would expect it to, but I was holding it so it would reach

My suspicion is that HP has disallowed any non-HP CPU coolers in their systems for some reason.

I'm pretty sure the cooler itself is in full working order.
