Cpu cooler fan and gpu fan turning on for a few secs then turning off.

So this is a newly built pc and i don't know what to do. My pc isn't booting and the mobo is turning on when i plug in my psu cable. But when i try to power it up the cpu cooler fan and the gpu fan just spin for a few seconds.

Components:
i3 7100 3.9Ghz
MSI Geforce gtx 1050
Corsair Psu Vs Series 450w
Samsung 1tb HDD
HyperX Fury 2x4gb Ram
Case: Regnum RG4Tf
Asus Prime z370p

What motherboard? You might have to update the board's BIOS, if 100 series.

My mobo is Asus Prime z370p

You can't use with that board a 7th gen CPU. It needs an 8th gen one.
