Question Cpu cooler for the i5 9600k

As this is my first build, I have been doing tons of research over the past few months, bouncing between different coolers with different performance and price ranges, coming up with many suitable options but just not knowing which one to go with.

I do prefer air cooling as there is the ease of building and a lot less risk of potential damage, though I am wiling to go with liquid if the choice is right. If you wonder what my budget for the cooler is, I really cannot say and it does vary quite a bit, as low as $40 up to the $80+ range for liquid and high end air cooling. Not caring too much about aesthetics or sound and mainly just prioritizing the thermals, I am looking to achieve a high clock speed on the i5 9600k, a mild to decent overclock along with the z390 gaming x and decent case airflow (Fractal Design Meshify C w/ adequate case cooling).

Choices I have looked into are:
-Scythe Mugen 5 Rev. b (Good value and price but probably not reaching the performance I am looking for but happy if someone tells me otherwise)
-Dark Rock 4 (Not pro version, similar problem to above and is more expensive)
-Noctua D14, D15, D15S (Are priced well in my region HK, though minor issues on color, otherwise a good choice that I may as well go with but wondering which model would be best)
-Cooler Master ml240l (is water cooling, but seems to have good pricing, aesthetics and overall value)
-One of the corsair liquid coolers (H100x at $90, H100i v2 extreme at $108, though is water cooling and not sure if I'm willing to invest that much in just cpu cooling)

Are any of these choices good, or is there another better option out there? Remember I really am just concerned about price and performance, everything else should not be an issue.

Of the air coolers, the D15 is the best. All the others are about equal and will run about 3 degrees higher. The Noctuas come with a 6 year warranty. The Mugen 5 is the best bang for the buck. The Dark Rock scratches easily and seems to have more complaints regarding customer service.

Of the air coolers, the D15 is the best. All the others are about equal and will run about 3 degrees higher. The Noctuas come with a 6 year warranty. The Mugen 5 is the best bang for the buck. The Dark Rock scratches easily and seems to have more complaints regarding customer service.
Sounds good, but is the D15s really that far off of the D15?

About 3°C or so at maximum rated speeds under extreme OC and 100% loads. With a more normal OC level and gaming temps, it's less than 1°C difference.

So, 1°C worse in a benchmark, better ram compatability, newer fan designs, upgrades mounting system, better gpu backplate clearance.

It's not really a question anymore. The D15 might be king by benchmark temps alone, but for simple usability, compatability, ease of use the D15S has the D15 whooped every which way 'til Sunday.

Well, 3 degrees isn't that much. You're going from a two fan cooler of the D15 to a single fan cooler of the D15s. If you need an extra case fan, you can do what I did. I got the D15 and moved one of the fans to serve as a rear exhaust. I cost me a few degrees on the CPU temps, but that was fine for my use. I can always move it back if needed.

Great idea, though with the D15 minus one fan, what the ram clearance be like?

Noctua told me that when using a single fan on the D15 to put it in the middle position, so that's what I did. Of course, it doesn't affect the RAM there. By the way, I didn't do it because of RAM clearance issues. I did it because I'm a cheap motherf...er and I wanted 3 fans for aesthetic reasons (I know I'm shallow!) with the two supplied Fractal fans matching in the front. By appropriating one of the Noctua fans for the rear exhaust I lowered the cost of ownership of the D15 since I was planning on getting a third case fan anyway.

Now my case has a 140mm fan mount in the back. If you have a 120mm mount, you'll need to check for fit. I think the fan is 140mm but with a 120mm mount.
