Cpu cooler going crazy.

Hello guys. I bought a pc that has i7-7700 processor with stock cooler. I have spikes in temp that goes to 75c. My main problem is that my cpu cooler reacts on every each of those spikes by increasing his RPM, it is too loud u cant imagine how much. Nevermind the spikes is there a way i can control or stabilize this fan. So much anoying i cant bare to listen to it. Even thou my case is closed i still hear it a lot. Sometimes it speeds up when i open Chrome, but that last for about 5-10 sec then it slows down. Sometimes when i watch movie online its goes troughout whole 2h of as far as i can say 100% rpm. Is there some way i can bypass so he dont react on spikes? What should i do? Sry for my English. :)

Well that's what it's supposed to do, the fan rpm will rise when the cpu gets put under load and heat increases. Even a very short CPU usage spike will likely cause the CPU fan to ramp up.

The stock intel coolers are terrible. The low quality loud fan needs quite a high RPM to keep something like a 7700 cool with a little tiny heatsink. Look into an aftermarket cooler if the noise bothers you that much. I could recommend something if you want.
