CPU Cooler going to 100% in windows but not in the bios?

I turned on my PC this morning, and while it was turning on it was at its normal volume and everything was normal, then it booted into windows and the CPU cooler went straight to 100% and became very loud. I restarted my PC, same problem. I've only had this computer for a couple of months now and I've never had any problems with it so I dont get why it just started running like this.
 
DOes WIndows boot all the way?

Within WIndows, and in task manager, is CPU utilization unordinarily high?

TYpe in "Power plan" for search, and select 'choose a power plan', confirm still set to "Balanced"?
Might want a quick pass with WIndows Defender, and Roguekiller Portable, let it take out what they find after scan....

windows runs fine and cpu utilisation is only at 15% while watching youtube, and nothing came up from anti virus and anti malware scans so i really dont get why it is acting up like this
