My cpu cabinet manual says maximum cpu cooler height support is 155mm and the antec a400 cpu maximum height is 155mm, will this be a tight fit? Because both cabinet and cooler are 155mm?

There's no real way of knowing the exact fit unless you happen to own that case and cooler already. It's entirely dependent on how the company measures the exact fit, how much they decide to leave spare, even which side panel is used.

Many times you see 155mm and reality is that's got a 4-5mm intended gap (not all heatpipes are perfect height) on the plain sheet metal panel. Then there's the acrylic window version which is the same outside dimensions, but the window reduces that to 1-2mm gap, if any. Then the TG version is slightly wider and could have a 10mm gap. But the stats will just show the standard 155mm and somewhere down in the fine print might be a disclaimer that that only applies if you do not use a side mounted fan, which soaks up another 26mm.

And that's on a perfectly flat panel, which almost never happens, they'll usually have a slight 2-3mm warp either in or out, dead center of the panel.

What is the make/model of your case?
Can you measure the height yourself?
Yes, it could be tight. Or, sometimes the available height is when a optional side fan is installed.
If that is the cooler you want, I say go for it.
It is not a problem if the cooler touches the side panel of the case.
In fact if the fit is tight enough, the cooler could probably bow the side panel out a mm or two without a problem
