Hi . Wil a cpu cooler fit on a gpu ?

What cpu cooler will fit a powercolor 7950 and a gigabyte windforce r9 290

Main reason is liquid cooling for gpus is very expensive so a budget friensly cpu cooler with maybe one 120 closed loop will work . . I will put heatsinks on the vrm chips as we'll
