CPU Cooler Performance and Efficiency

I'm using INTEL CORE i5 4th Gen. 4590 Processor with a provided stock air cooling system. My CPU's idle temp is 38-45 degree and full load temp is 65-70 degree.

I want to buy a CPU AIR COOLER - Cooler Master Hyper TX3 EVO. Its a low budget air cooler and does it can decrease my CPU temp rather then the stock cooling? What would be my CPU temp then at idle and load time? Any idea?

EVO 212 is just as good and thats like £30?

Yea it will decrease your temps allot.
It is rly good cooler with easy installation.Your temps are still fine and there is no need or aftermarket cooler but if you want lower temps and less noise then go for it.
You wont need EVO 212 since you cant OC your CPU,so many cheap air coolers will do the trick and lower your CPU temp and noise the stock cooler makes.

Probably could reduce temp now, free, if you don't mind a bit more noise by setting BIOS to performance mode. Current temps are pretty decent as is.
