CPU cooler wont stick on CPU. PC stops after 3-5 seconds :/

I applied thermal paste on my cpu and then put my cpu cooler (asetek lclc) but it doesn't stick on my cpu, I can easily move it.

As you can see here it has 2 parts, one that you mount on your motherboard and the other one is the cooler which you're supposed to put in the holder part, but how is it supposed to stick in there without moving?

Also when I tried to start my pc it stopped after 3 seconds. I really need help

2. take this http://hothardware.com/gallery/Article/1128?image=big_asetek_lclc_cpublock3.jpg&tag=&p=1 off of the motherboard and slide it over the part in step one then twist it till it locks and wont slide up or down anymore.

3. apply thermal paste

4. then attach it to the cpu.


(you cannot install the little bracket to the motherboard without the pump already attached to it.)
