So my friend is looking for a good cpu cooler for around 50 euros. The best would be if it was in black and it could be shipped to the Netherlands. Andybody got some suggestions?
Thanks in advance!

Best CPU cooler you can get for €50 would be Scythe Fuma Rev.B,
specs: http://www.scythe-eu.com/en/products/cpu-cooler/fuma-revb.html
Netherlands store link: https://www.paradigit.nl/scythe-fuma-rev-b-120mm/20870142/product

Note: CPU cooler is 149mm tall and fits most cases. Also, it has 0 RAM clearance issues if you mount the front fan at the rear.

Though, there are black CPU coolers as well, e.g Be Quiet! Dark Rock 4,
specs: https://www.bequiet.com/en/cpucooler/1376

But it's bigger at 160mm and out of the budget as well (€58.85), especially since shipping is also added when ordering from amazon.de,
store link: https://www.amazon.de/dp/B07BYP9S95/

Sadly, you have not mentioned what cpu it is for, so that could help :)
Here's a revelation for you: almost all CPU coolers support multiple sockets both on Intel and AMD side. So, unless OP is using extremely old CPU, most CPU coolers will do fine.
