The only reason I wanted to jump right into a Noctua was because I've seen that the Haswell i5 4670k (Which is what I'm getting) can be quite hot, especially so when I overclock it. Would the 212 Evo preform just as well in that situation?

It depends how much overclocking we are talking about here. The 212 will usually take it up to 4.2-4.3 ghz, and the Noctua a little more probaly 4.4-4.5. If you just want it to be quieter and be able to control the fan speed, then you could go for the Noctua.
