[SOLVED] CPU/Cooling/PSU (?) issue

Hello everybody,
I'm new here, and I'd like to ask for your help to resolve an issue.
I'll try to give all the necessary information. Sorry for the long post !

Here are my specs (desktop computer) :
Brand : Asus
Model : M32CD4-K
CPU : Intel(R) Core(TM) i5-7400 CPU @ 3.00GHz, 3001 MHz, 4 cores
Bios : American Megatrends Inc. 0604, 11/04/2017
RAM : installée 8,00 Go

Now...

Yesterday, for the first time, my computer wouldn't boot. I got a "speed fan error" during POST.
I managed to get past the warning (only by disabling the message in the BIOS. Later I went back and re-enabled it, 4 times out of 5, it now boots without issue).

I've used HWMonitor to keep and eye on temps and fan speeds this morning. Here is the report (HW Monitors and CPU parts) :

-There seem to be no faulty component on my MB (like.. fried capacitors, etc..)
-The CPU fan is plugged in the right socket (CPU_FAN)
-I tried switching the power cable (who knows.. !)

-My wild guesses would be : Fan is busted ?/PSU suffered damage?

Obviously, I mainly tracked the CPU heat and fans speed.

My main fan speed is ranging from 1347 to 2200 rpm.
But my CPU fan goes to 0RPM to 1700RPM.
When it shows 0RPM, the fan is actually rotating, but very slowly.
Yesterday, the CPU fan wouldn't go past 500RPM, but it doesn't seem to be happening today.
I opened my case to check the fans visually, and I've been hearing the fan rotation and it sounds... i don't know, a bit irregular ? But at the same time, it's the first time I opened the case, so I can't compare with a non-problematic situation.

My first question would be : Is it normal that sometimes, the CPU fan goes down to 0RPM ? Though, even when HWMonitor shows 0RPM (rarely), it is actually spinning, just... slowly.
Another question would be : Is it normal the same fan usually stands at 500RPM ? Should it be more ?

All in all, my CPU temp ranges from 50° to 80°. When it reaches that point, it doesn't seem to get hotter but I usually quit my current task when it does so.

Everything seems to run smoothly. I just can't use ressource heavy programs/games (like Overwatch or any other 3D game), the CPU usage skyrockets to 100%.
Other less demanding games (2D) or regular apps seem to work just fine.

I guess I shouldn't use demanding apps on this PC right now, but my last question would be : Until I (thanks to you !) find a solution, would you think it's a bad idea to use that PC for small tasks (like.. wrinting mails, browsing...)

Personally, I'd update the BIOS (this will force it to reset too) and if you still get strange results, change the CPU fan - I expect its axis to be clogged with some crap that interferes with its proper rotation speed. When that happens, the axis usually wears down very quickly making the fan wobbly - and you'd need to change the fan.

Your computer seems to be using a custom design CPU fan, so try and find a cheap aftermarket cooler+fan for your processor and replace the whole assembly.

The Arctic Alpine 12 should do nicely - you can find it for less than 10 bucks on LDLC France.

And I forgot to mention : I cleaned the fan as much as I could (but I'm not sure I can clean the axis, so.. that might be that)
