CPU cooling, questions about thermal paste

1. Is it really necessary to put between a cooler and CPU?

2. Thermal paste always needs to be bought separately from a cooler isn't it?

1) YES. It fills the microscopic pores on both the IHS and heatsink to increase thermal conductivity.
2) Not necessarily, some coolers such as the 212 EVO come with their own tube that works well, and other coolers such as the h100i have paste pre applied which is good enough as well.

2. No, but a good quality TIM is cheap compared to the CPU you are protecting, apply the best available to you if you can.

Does H80i come with thermal paste?

The h80i should come with the paste pre applied as well, just make sure you dont touch it before you stick it to the CPU.
If you chose a separate paste such as Arctic MX-4 you might lower temps 2-5C.
