Question CPU Core Speed drops from 4.7 Ghz to 293 MHz during GPU stress test

I'm trying to OC my CPU with quite old setup.

CPU: Intel Core i7-4790k
MB: Asus Maximus VII HERO
Memory: G Skill Trident X DDR3 2400MHz CL10 2x16 GB
GPU: Gigabyte GeForce GTX980Ti 6144MB 384bit Gaming G1
CPU Cooler: Noctua NH-D15S
PSU: Super Flower Leadex Platinum 750W

OC:
CPU Cora Ratio Limit: 47 (all cores)
Min. CPU Cache Ratio / Max CPU Cache Ratio: 40 (but not sure if it should be 40)
CPU Core Voltage 1.250 / 1.260 (both works in CPU stress tests)
CPU Cache Voltage: auto (most of cases)
Memory: XMP Profile #1 (2400MHz) - default XMP profile values

I tried to OC from 4.0 to 4.5, 4.6 and 4.7 GHz. All of them looked quite stable when I did stress test.
But I noticed that during GPU stress test, my CPU Core Speed is dropping down from e.g. 4.7 GHz to 293 MHz every few seconds. All was fine just during CPU stress test and memory test. This issue happening always during GPU high load.

I can see only one case with GPU stress test when my CPU Core Speed is stable. It's when max OC is set to 4.5 GHz and also CPU Cache Voltage manually set to 1.150. (CPU Core Voltage 1.250 or 1.260 both looks stable).

For some reason it doesn't work like this with GPU stress test with higher CPU Core Speed. For example when I set it to 4.7 Ghz, CPU stress is fine but it doesn't work with GPU stress test. I tried with auto CPU Cache Voltage, 1.150 Cache and also higher values. I also tried higher CPU Core Voltages but it didn't help. I couldn't find any stable value to avoid Core Speed drops to 293 Mhz with GPU stress test.

Temperatures are fine during tests, usually not higher than 80℃.

What could be a reason?

When I try in HeavyLoad app CPU stress Test all is fine even for more than 1 hour.
But when I tried it also in Prime95 and, I got blue screen after 5-10 minutes. So looks like it's not stable at all.

Edit#2:
I went back to 4.5. It was stable before but it's not now.
A also went back to default bios setting and change only XMP profile 1 again and also it simirlar.

I can see drop to 300 Mhz in every few second during GPU stress test

I have heavy temps now (reached 90) on default bios setting with 4.4 GHz and also my core votlages even on default bios settings are not stable (jumping between 1.262v and 1296v every second)

CPU-Z is not reporting the Bus Speed (BCLK) correctly. It is impossible for Intel CPUs to run at 6 MHz.

Intel CPUs use shared monitoring timers. It is likely that some software running on your computer is interfering with CPU-Z monitoring your CPU.

Try using HWINFO or Intel XTU.
