CPU Core Speed Drops to 800mhz for a Second then Goes Up

Alright i have a i5 6600 cpu sometimes core speed drops to 800mhz then it goes up again this happens in a milisecond and it happens to one core at a time not all of them.Example when cpu0 goes 800mhz the other three is 3.9mhz etc etc.

I fixed this with disabling speedstep and C-State from Bios.But then my cpu couldn't reach 3.9mhz as it stated as targeted turbo core frequency.It got stuck at 3.6mhz.

This doesn't give me any fps problems i just thought its weird want to fix it.And yes i have OCD.

Any help is appreciated.And im not overheating ran aida64 stress test for 2 hours 64c is the highest temp recorded.
 


I did try the leaving c-states on turning speedstep off didnt fixed the problem i'll try this way now maybe this was it.And how do i check my cores is parked or unparked ?
 
Yeap Turning C-States off definitely fixes the problem but also getting my core speed stuck at 3.6MHz.Windows is on High Performance mode And Cpu Power Selected at %100 lowest and highest so i dont think its because of that.
 


Yes Both are on and my motherboard is Z170 Pro Gaming ASUS

Thermaltake 650W Non Modular +80 Bronze PSU

And how do i do that im not an overclock expert sadly
