CPU core speed is jumping all the time

I have a broblem whit my CPU. Im running a i5-8600k whit ASUS Z370. When im idle my core speed is near by 0.70-0.90GHz and when i move my mouse or open a browser it jumps immediately to 4.57GHz. The prosessor usage is still on 10-20% all the time when im not gaming what is great, but the core speed is just jumpping all the time, and i havent overclocked my CPU. Its just anoing when my watercoolers RPM is jumpping also at the same time when the CPU speed ingreases. Bios settings are on normal settings and the CPU voltage is 1.036v. CPU temps are normal and running at 28-32°C

Intel CPU's reduce clock speed when not being used if Windows is set to power saving or balanced mode. Try switching to "High Performance" in the Windows Power Options. I'm not familiar with your bios, but my water cooler fan RPM is based off of CPU temperature and not core speed. It takes a while for one to effect the other, so my fans gradually speed up when needed. Personally, I prefer to have the clock speeds low if I'm not using the cores. Why waste the power and put the wear on my CPU if not needed? To each is their own and it's your machine. Turn it up to 11 and let it eat!

Also 4.57ghz is an overclock. Max turbo without overclocking on that cpu is 4.3ghz. Aside from that, yes it is normal for the cpu speed to jump around. Even when you seem to be doing nothing the cpu is always busy. If you have not overclocked it seems your cpu has a little extra clock speed. Not a bad thing.
