[SOLVED] CPU Core Temps & PC Makes Weird Noise on Startup

I haven't been concerned about CPU temps until recently when I started hearing a weird noise come from my PC on startups. It will last bout 3 seconds then go away. Very recently my temps sky rocketed to 100c and I couldn't get them to come down. I opened my case and felt the screws were slightly loose on my CPU cooler and so I tightened them. This seemed to help as well as blowing out dust, but the idle temp still seems high to me. I figured I would come on here and post it and see if you guys have any suggestions on what I should do.

Just went to their recall page and put in the serial number and it said mine didn't qualify for the swap program....guess I'm buying a new one yayyyy mee

EDIT: Any suggestions on coolers? I'll go out tomorrow and hopefully pick one up and replace the thermal paste and stuff
