Ok so I opened Task Manager and it shows that 4 of my 6 cores are parked, So I looked it up and there is a utility located via http://www.coderbag.com/programming-c/disable-cpu-core-parking-utility . So I used it to un-park the 4 cores but I've seen a lot of comments saying that unparking your cores is not necessary, however if this where the case then why would they sell CPU's that come with un-parked cores? I am running Windows 10 btw and thank you for taking the time to read this :)

Solution
It all depends on your system. Personally, it really improved my cpu performance and you can have a look at my guide (link is below).

It really helped to eliminate stutters and lags in games and demanding applications.

I really appreciate your feedback/suggestion , I've unparked them with the tool and is this permanent or will I need to keep the tool and check every now and then?

I don't think you understand what a parked core is.

Core parking is temporary. They are activated when required.

The OS traditionally decides this.

Lets say you have an 8 core 80W (Max) CPU
Now you want to run a single threaded fast process.
It will use 1 Core at 100% The other 7 cannot help but their clock and Voltages have to match.
In the above scenario 6 cores will be "Parked" which means they are turned off. No wasted energy, no heat produced.
Another benefit is that most CPUs have a turbo mode. In the above scenario Core 1 runs at 110-120% as the chip has spare cooling capacity.

So yes you can permanently unpark cores, but your single threaded performance will take a hit as turbo will be unavailiable, You'll be wasting energy and your CPU will run hotter.

That's not taking into account that if you start a threaded game those cores will be unparked by the OS in a few CPU cycles and only parked again when the process ends. So during the game, there is no net benefit.

beegmouse actually unparking helps in at least 1 game, and that is cs-go. when i still had fx6300 i did unparking and -threads 6 launch setting and got 30-40 fps more when playing, and when i only did threads 6 i got around 150-180fps. after i did unpark i got around 190-210
