Cpu core voltage fluctuating

I recently wanted to overclock my amd 8350 cpu and I've done a lot of research on whats involved and i decided to give it a try. No matter what, it seems like my temperatures start very low on idle (20C) and gradually rise to 60C when stress testing on prime 95, which throttles my voltage and multiplier. The temperatures rise due to my voltage increasing on its own when i have an offset of 0. How can i get my voltage to stay constant? Does it have to do with LLC?

Kingston 16gb Hyperx Blu Red
Zotac Gtx 780ti OC

Okay i just restored my bios settings to default. Also is that psu enough for my setup ? what one should i buy if i were to upgrade?
 


Okay i cleared my cmos and then turned off any power saving options in my bios and my voltage when under prime 95 testing is 1.344v then drops to 1.308v when not under load
 


After running prime 95 for 10 minute my voltage is going from 1.344 to 0.876. My core temp is 61 when it starts throttling.
