CPU cores over 70 C idle with only skype on

I have a z97 gaming 5 motherboard with a Gtx 970 graphics card and a i7 4790k processor with a CPU fan that comes along with the processor installed on my motherboard.

I did not apply any paste because the fan heatsink alredy had paste pre applied.

For some reason when I play games such as Total war, atilla, fallout 4 and or he new starwars game I get heavy fps drops as well as sometimes heavy reduced fps.


When I have nothing but skype running on my computer my Celsius per core are over 70 and above.

What should I do to fix the problem, is the fan to bad or should I only apply new paste or what could be the issue, thank you for reading.
 
Solution
First try looking if your cooler works at all.

If it works and speeds up trying to cool it but fails, then try applying high quality thermal paste.

If temps are still trash, get 212 EVO.

If that doesn't work, it's a faulty chip and you should replace it.

I just found out that my fan was sitting a bit loose, I could pull the top part back a little bit, I clicked in the fan screw into the motherboard I guess I will come back if that has fixed it.
 
Did you forget to pull off the plastic that covers the surface of the heatsink? You should probably remove the heatsink apply new paste and put it back on. You need to upgrade your cooler as well. The stock cooler is too weak.
