CPU dead or motherboard can't support it?

Hi, recently my older motherboard Optiplex 740 Enhanced died because of faulty RAM, and I decided to purchase Optiplex 740 SFF since I couldn't find "Enhanced" anywhere on the market. I had AMD Phenom 9600B on my older motherboard but it seems that it doesn't work with my new one, I had AMD 6000+ and it is working currently on it with no problem at all but when I insert 9600B there is just static amber light on the start button, fans spin but there is no display, I tired removing CPU completely to see if the effect is the same with and without 9600B, and it was, with no CPU there is just static amber light, fans spinning but no display. So there is either problem with the processor or the motherboard can't support it. So if anyone can tell me how to know if my CPU is dead or not or if SFF can surely support 9600B please do let me know.
