MSI 470x Gaming Plus MOBA
Ryzen 3600X
Gigabyte Radeon RX Vega 56
Samsong 970 Evo Plus M.2
Silicone Power 32GB Ram 3200mhz

I am receiving a CPU light on the debug section of the motherboard and am failing to boot into bios.
I have assembled this to my knowledge, correctly. All cords are attached securely and multiple PSUs have been tested. Fans power on - with exception of the GPU.
I have checked that the board is properly spaced from the case , the heatsink is securely attached. I checked for bent pins or improper seating on cpu, it was fine.
I have tested each ram slot, I have booted without m.2 attached and with.
I have attempted breadboxing and followed the guide at https://forums.tomshardware.com/faq...deo-output-troubleshooting-checklist.1575220/
I cannot figure out what is wrong and am beginning to wonder if a component is defective. The question now is Motherboard or CPU.
If it is not defective, why else would I receive the cpu error light?
Is there anything I may be missing. Has anybody seen similar issues perhaps with this motherboard particularly?
Any pointers would be greatly appreciated.
Apologies if this is the wrong section to post this.
