Question cpu debug light turns on then off, fans spin but does not boot

I put my pc in a new case and forgot to plug in the pump. it went into thermal shutdown, but I plugged it back in. now when I boot the cpu debug comes on for a second and then goes off. the fans spin and rgb comes on but no video. I also tested with onboard video with no luck.

also : plugged in mainboard speaker but nothing there either

resetting the cmos let it boot into windows but now it’s broken itself again. it only goes into the bios no matter what key I press. I thought it might be a stuck key but unplugging the keyboard does nothing. help please
