Question CPU, Disc, and memory usage really high

I recently decided to plug my two case fans into my old PSU and it caused something to short circuit or something because it caused my PC to have issues turning on and then off right away, so I asked my friends for help and they said to first replace the CPU, then the RAM and then the PSU, so i upgraded all those parts when trying to figure out what was actually wrong with it. Replacing the PSU was what actually fixed the start up issues and have no more booting issues, but now I am facing the utilization problems now.
Before my PC was running really fast and now after the upgrades it seems to be running slower than it was before. When I would load anything up the disk usually gets to 100% and when gaming, for example, Apex Legends, on the main menu, my GPU and CPU go to 100% just sitting in the main lobby. As well as just booting up any of my game applications, GPU, CPU and Disk get to or almost get to 100%

Old CPU: i7-7700
Old Mobo: MSI Tomahawk z270
Old PSU: EVGA superNOVA 550 G2
Old Ram: G-skill TridentZ 2x 8GB

New CPU: i7-9700kf
New Mobo: Rog strix b-365F gaming
New PSU: EVGA supernova 750 G5
New Ram: same as above
GPU: msi geforce gtx 1070 gaming x twin frozr vi
