Question CPU doa?

I just built my second pc and i can't get it to boot. The white cpu light is on. Im using a 10400f on a z490-i msi unify. I have all the cables plugged in and the displayport plugged into the gpu(1070). I've looked for bent pins on the motherboard but I can't see any. Also i have re seated the cpu at least 5 times. Tried ram in diffrent slots. Psu is rm 850 (overkill). Ram is ddr4 corsair domination platinum cl16 3200. I know the ram, gpu and psu all work as they were transferred over from my old build. The motherboard was brand new. Any tips?

10400f is intel which means the pins are on the mobo not the cpu....

Did you clear the mobo bios

10400f is intel which means the pins are on the mobo not the cpu....

Yeah did you clear the bios

Followed the manual and pressed the clear cmos while off for 10 secounds

Getting a humming sort of noise from the cpu area could that be a causes?

Most deffenetly
