cpu does not reach 100% usage, stops at 92%

I have got an old pc that I am trying to make use of with windows 10 64bit. It has an Intel e5400 cpu. When I run a cpu stress test to check my cpu, the cpu usage in task manager stops at 92% and not 100%. Why is this happening? Regardless of the temp that the cpu is at, it will never reach 100%.

Just noticed that when I stress my cpu and use afterburner to read my cpu usage it goes up to 100%. Is there a problem with task manager that is causing it to not read past 92%? I also noticed that task manager no longer reads my network speed (it used to). Is there a way to fix this?

HOW old is your system ?
its probably compatibility issues
but if you can read it in afterburner let it be that way
