I have a laptop that I purchased last year for CSGO while not at home.
I've monitored the CPU and it always stays at 1.6 GHz even when under full load from the CPU and GPU.
Acer Nitro 5
Specs:
CPU: Intel Core I5 8250U (Stuck at 1.6 despite the ability to turbo boost to 3.4 apparently.)
GPU: Nvidia GeForce MX 150 (The more Powerful Version of it.)
RAM: 12GB DDR4 Can't remember what speed its clocked at.
Storage: 480 GB Sandisk SSD Storage Device.

So yeah, I don't know why the CPU always remains at 1.6 GHz but If anyone knows or has a possible solution please leave a suggestion as to why it happens or how to 'fix' it.
Thanks. :)

Are you trying trying to game without a power cord?? Many manufacturer severely limit boosting to save battery power, but then give full power when connected to the wall.

If you want to get around this, you can download THROTTLE STOP to enable boost manually. It still has safety's in place and will throttle down due to high temperatures which you can set.
