Question CPU don't start instantly first time in the morning

in morning when i turn on the power and press the switch on button on cpu it doesnt start but if i keep the power on for 10 minutes and thn press the button again it will start instantly i dont face this issue through out the day its just that 1st start. i even tried turning motherboard on directly through the pins but it didnt work i am sure there is power in the cpu because if i put my headphone in usb port they lighten ... motherboard has power but it doesnt start i have to keep giving it power for 10 minutes. Do you guys think this issue is with psu or motherboard ?

As for your issue, have you tried relocating to another wall outlet?

motherboard - gigabyte a30m s2h
ram - 8gb ripjaw
hdd - 1tb western blue
NO GPU
psu - cooler master 450 watt MPW 4502 ACABW
OS - W10
CHASSIS - COOLER MASTER K380
psu is being used from 2019
