CPU downclocked to 800MHZ and should be atleast 3.5GHZ, don't know why.

I installed my new corsair h80i onto my i5 4690k processor and then the clock speed was shot down to 800MHZ from 3.5GHZ. I have been trying to figure out why this is, but I have failed. Someone please help me find a solution to bring back my CPU to normal speed. I think the problem has to do with thermal throttling but I do not know anything about thermal throttling. I used the line method to install arctic silver to the CPU. The CPU was cleaned properly with rubbing alcohol.

Cooler: Corsair h80i
MOBO: Gigabyte gaz97x soc force
CPU: I5 4690k

Go in the BIOS and turn it off. Does you CPU need to be balls out 100% all the time ? It throttles down when the CPU isn't doing much but the split second a load is put on the CPU it clocks right back up to the full speed.

No, and I did not mean to chose your answer as solution. My CPU no matter what is always at 800MHZ and I disabled EIST and thermal monitoring and the problem persists. Can I unanswer this thread?

I am not sure how you would do that. Have you been monitoring temperatures ? Are they high ? If so re set the cooler. Are the 2 4 pins next to the CPU socket plugged in and fully seated ?

Yes, I have everything correctly installed. From hours of research on google I found an article with someone who had the same problems as me and a new motherboard fixed the problem for him. So something is wrong with my board, my fucking 200 dollar 20 day old board.

My last suggestions before RMA the board would have to be re set BIOS, remove power for 10 minutes, last but not least flash the bios and see if that helps clear any bug. If not sorry but bad hardware happens sometimes. Its just part of the game.

I unselected the answer as you sort of wanted. This may not be of any help but have you checked if Windows is limiting your CPU speed through power options? If it's on a Power-Saving option it may be reducing the speed to 5%. Othewise do as cmi86 said, reset/clear CMOS or BIOS for your motherboard. If you have another LGA 1150 CPU or can obtain one through a acquaintance, see if another CPU will stick with 800MHz or lower/throttled speeds. If the problem happens with every other CPU then the problem is more likely your motherboard (at least compared to your CPU). If other CPUs run at it's rated speeds then their might be something faulty with the CPU.

Solved: The problem was that on my Gigabyte gaz97x soc force mobo I accidentally flipped the "TGR" switch to mode 2, which sets the cpu to it's lowest multiplier resulting in an 800MHZ clock. Fucking outrageous. This happened when I was rearranging all of my cords to link under the case so that it would be much more neat.
