CPU downclocks to 400 MHZ

This is a recent problem I am having after the update to windows 10. All works fine and stuff but after inactivity on the PC it will down clock to 400mhz. I have a 5930K on an asus X99 mobo and 16GB dd4 2400mhz ram. What could be causing this issue?

I have changed all setting to bios to not dynamically adjust clock speed. Set a fixed multiplier and set the min and max rates to 3500mhz. I have also changed the power setting on the PC to high performance and the computer does not goto sleep or hibernate and set the min and max values of the CPU to 100%. Any help appreciated.

A couple of questions, how are you monitoring the CPU speed? Is it actually causing any 'symptoms' in games or other intensive software?
 
Downclocking when idle is a good thing, less heat, less noise, less voltage.
As soon as my CPU starts working hard, it goes to maximum speed.

BUT, the things you did in BIOS and windows power management should have turned that feature off, leaving you with constant 3500mhz.. very strange
 
I dont mind it downclocking either. But it does not rev back up. In games or while watching netflix. It will drop a whole lotta frames becasue it is stuck at 0.39mhz as reported by CPUID and windows task manager.

cant play any games until I restart the PC again and then its back to 3.5mhz again.

 


Ouch yeah I can see that being annoying! Have you had a look at the temps? I had a similar problem with my FX8320 (although it didn't get stuck at the lower speed) and it was being triggered by the cpu getting too warm.
