CPU downthrotteling. Temps around 60-100°C

For the last 4 days, a PCMR redditor and I have been troubleshooting problems with my CPU. It seems to be downthrotteling itself because of heat. It is a 3.4 GHz processor but it runs 1.6 all the time, no matter what I am doing, and is usually around 60°C. When I woke up last saturday my PC was miraculously running at 3.5 GHz, and I had a great time runnning all my games at over 100 fps. That was until I went to check the temperatures and they were hovering around 100° C. After I rebooted my PC it was back to 1.6 GHz. We tried all kinds of stuff. I rearranged the fans in my PC. I took the heatsink off, applied new thermal paste, and put it on again. We tried disableing some processor C-steps settings and Intel Speed-Step. This is kinda my last try before going to a "real" PC store, and getting them to fix it, which I'd rather not have pay for 😉.
