Question CPU + Dram lights showing on Mobo, what can I try to fix this?

Any help appreciated!

Specs are as follows:
x570 Asrock Phantom gaming 4
AMD Ryzen 5 3600 AM4
Nvidia Geforce RTX 2060
2x 8gb Corsair Vengeance LPX DDR4 2400MHz
Corsair TX550M Power supply

Both the CPU and the Dram lights are appearing on my board whenever I attempt to boot. I'm fairly certain everything is placed securely and properly after checking and redoing mutiple times. Display also will not show with either HDMI or DVI so cannot see bios.
Case fans come on for a second before stopping but CPU fan carries on perfectly fine. GPU fans working fine also. I'm at a loss here

Clear CMOS. Be sure to disconnect power from the wall outlet before doing that.

That helped with the case fans, they're now working fine although the Dram and CPU lights still go, no visual display either still after pluggin in to both the board and the GPU
