CPU E8600 Temperature

I just installed noctua nh-u9b se2 cooler on ASUS P5K with E8600 CPU.
At first boot, bios cpu temps was 19 Celsius (perfect).
At second boot an on, i am getting 45 Celsius..
I thought maybe it's a cooler installation matter, so i reinstall it again very carefully.
Cooler is new an looks in excellent condition.
First time i use the noctua thermal compound.
At later tests i used coolermaster compound and finally i use arctic silver 5.
Nothing changed. I am getting 45-48 idling temps not only in bios but also in windows.
I used several cpu temperature apps (like cpuid, core temp, e.t.c) to check but nothing.
My room temperature is 27 celcius.
I am 100% sure that is not the normal temps i should get with this noctua cooler and E8600.
My PC Case is Corsair 200r with 2 preinstalled 14inch fans.
What am I missing? What else should i check?

Any suggestions from the community will be appreciated.

That's the problem, no way to be sure short of trying the CPU in another board. But 19C at idle is just as far off of what my expectations would be, as 45C at idle is for that cooler... no matter the thermal paste. I would expect mid 30Cs at idle in Windows. A bit higher in BIOS. Have you checked temps at load? Prime95, Intel Burn Test?

That's the problem, no way to be sure short of trying the CPU in another board. I can't tell you the stock cooler temps because it's a newly system build, just before two days, and these are
the first components i use to build it.
I also have a problem with the bios settings..
Each power on it asks to hit F1 for default settings. Everything goes back (date,time,settings)..
I revert to default settings and everything work normal, until power off.. At next restart agian (hit f1 or f2)..
I am getting a bit crazy.. Board bought new, boxed from ebay from a trusted seller.
I checked his feedback on selling for the same board and nobody post a complain about it..
I am starting to suspect i bought a faulty board..
I am sorry for long story and thank you very much for reading and reply..
I'll make the test you mention above, but not right now cause i am at work.
I'll post the results as soon as possible.

Yes I build it myself and everything is new as i mention before (if you mean this).
I am flattered to build new systems with old type hardware 🙂. I own three of them.
Everything is new on this system.

Corsair Carbide 200R
Corsair VS550
ASUS P5K
NOCTUA nh-u9b se2
Western Digital 500GB Black (2.5inch)

Except of course the CPU E8600 Iis used, also bought from ebay but i believe it is in good condition. To tell the truth i didn't check this CPU in other system, only in this newly bulid of mine..
Also i am a fun of ASUS boards. My second system runs with an ASUS P5K-R with Xeon E5450 (modified with an adapter lga771 to 775) and 8gb ram (4x2gb nanya ddr2800), overclocked easily to 4.2gh with 38c to 40c idling..
 
I'm a bit of a fan of building legacy systems too. I just found a new Phenom II X4 965BE on ebay for less than the used ones were going for. Needless to say, I snatched that up. OC'd it to 4GHZ and built a gamer around it with an R9-280.
Now I'm working on a new in-box Pentium Dual Core E6700 (ebay) and new Gigabyte GA-G41MT-S2PT LGA 775 board (Newegg). I was looking at older new boards but didn't want to have to invest in expensive DDR2 RAM. I'll bet that 8GB of DDR2 set you back some... unless you kept it from the DDR2 days (like I should have done)

Sorry for late response.
I just find some time to remove the noctua cooler again and reaply arctic silver 5 again very carefully.
Now i am sure that everything is done perfect.
I just noticed a small difference in temps from 45c idle to 42 idle on my E8600.
To be more specific i get 42c for core 0 and 35c for core 1 , in CPUID.

-Yes DDR2 is gettin' rare that's why is so expensive. I recently bought (still did not receive it) 4gb (2x2) gskill 1066.
I've been lucky cause of an innacurate description on titlefrom seller (everybody thought was for 2x1gb but after a question i did to him i realise that was for 2x2gb and i bought 4gb gskill 1006 at 33euro (including shipping).
Normal prices in ebay for this specific model start fro around 50euro for 4gb.
