CPU Extremely Hot

Hello,

I recently bought a gaming PC from eBay -- the bloke I bought it from assured me it was all in working order and such -- and I've had no problems up until now, about a month and a half since I bought it. The processor has suddenly started reaching between 70 and 99 degrees Celsius while idle. CAMs keeps telling me not to use the computer while it's so high in order to avoid damage from prolonged use.

The normal temperature when idling is between 29 and 39 degrees celsius, and the processor never reaches above 68 degrees Celsius while gaming, so you can probably now tell why I'm more than a little concerned. I've my checked CAMs and it told me that the water cooler -- a Kraken x62 AiO -- is now working at 0 RPM and has a liquid temperature of 52 degrees Celsius. Surely this isn't normal?

The processor is an i7 7700k. For comparison, my GPU, a GTX 1080, isn't reaching anywhere near as high a temperature, leading me to believe that the other fans -- the four on the case and the two of the GPU -- are operating sufficiently. I'm not a computer person, so I'm only able to deduce based on what I can see, therefore if there's anything I'm ignorant of it'd be great to know.

So, I've two questions. Firstly, how would I be able to get the water cooler to start doing its job? Secondly, if this isn't the case then what might it be?

Are the fans spinning on the Kraken at all? Are the fans connected to the pump/motherboard securely?

Unfortunately, second-hand AIOs are risky to begin with. If the rpm shows as 0, the fans probably aren't spinning, so not actually moving heat away from the radiator and it's just increasingly warmer liquid being circulated that isn't going to cool the CPU appropriately.
 
I'm not sure how to quote via iPad. Thanks for the reply. The All in One fans are spinning, so I'm not sure what could be going on. The fans and radiator are connected to the top of the case, so which one would need to be at the very top?
