CPU Fan at 100% Speed on boot

Okay, Had an issue with desktop being load af on boots. First off i thought it was my hdd, cause it was at 100%disk usage. After disabling a few tasks in task scheduler, that problem was elimimated.

However computer is still loud af Everytime i boot it for the first time of the day.

Heres whats going on.

I come home and bott my pc.
Loud noise. It probably stays on for about 5 mins and then shuts down.
If i then powerbit up again. it works fine.

Today i stumbled over something intresting.

Cpu fan was at 100% and according to Core Temp my cpu was at 79-80 c.
 
Solution
it is set on power economy in bios that why it goes up and down since this liquid check if pump work and that pipe to cooler fins under fans are not clogged or leak .

Seems like the entire explenation didnt get posted. maybe to long. After it shuts down, if i reboot it says its at 19-20 c. and sometimes even as low as 6-7 c.

Cooling block ontop of cpu is cold tho. So i cant imagine its at 80c.

Also its a Corsair H45 Liquid Cooler on A Amd FX6350 ontop of a Gigabyte 78Lmtusb3 mobo.

If the "cooling block " is cool then its not making a good connection to transfer the heat from the cpu. Refitting cooler may help.
