CPU fan at constants rather than dynamic adjustments

ASRock 960GM-VGS3 w AMD6350.

After jumping back to "factory default" and turning off AMD turbo core, my CPU fan is now running at a constant speed. Under HW monitor in the BIOS settings, it's set to "full on" I changed this to "Automatic mode". After doing this, I get 2 additional options, Target CPU temperature and Target Fan Speed. This is more like "manual" than "automatic". I have tried, enabling "Cool 'n' Quiet" and I've tried changing power profiles under power options, and I am now out of ideas.

P.S. I don't know whether this question falls under "Motherboards" or "CPUs".

This question goes to CPU, since you are changing the CPU settings. Anyways, target temperature basically tells you at what temperature you want to keep your CPU at, this is completely automatic, so this is actually the auto mode.
The fan speed will vary, between low at low usage and high at high usage.
