CPU fan cooler cause BSOD

So some reason my cooler is messed up. It worked for about 2 months and when I turn it off for a while and come back and turn it on it usually makes a pumping sound but it did not this time. And it gives me the BSOD(Blue screen of death). I believe it is because the cooler is pumping in a very low rate and that causes my cpu to over heat. Could it be the drivers that is too old? I'm using a program called "speedfan" I always switch it to low rate, but when I restart it usually increase speed rate and I have to repeatly decrease it. I got a Swifetech H220 CPU Water Cooler. Also when I repeatly turn off and on sometimes it fixes it, most of the time it does not.
 
Solution
Switftech has a three year warranty. You should contact the manufacturer. If you can get into the BIOS you should be able to see what the pump RPM is reading and what temps your CPU is at.

The PUMP should be at a constant voltage (MAX) you shouldn't change that. The fan(s) can be on a temperature controlled setting but not the pump.
