CPU fan does not turn on

I'm building a new system right now and the cpu fan will not turn on, neither will the system fan that is alos connected to the mobo. I have a second fan connected directly to the psu and it starts up just fine. The led lights on the mobo come on and indicate that there is power, and the gpu fan and hdd start as well. The odd thing is when I turn off the power on the psu the fans come on for a second then power off with everything else.

Any ideas? Thanks in advance.

Quick update.

If I plug either fan into to the PWR_FAN connector instead of the CPU_FAN or SYS_FAN connectors they will both run.

Alright i went through and double checked all the things on the checklist maybe something just wasn't seated all the way but it works now. Thanks.
