CPU Fan doesn't spin at boot when all other fans reach max

I have a Gigabyte Gaming G1 Z97 board, and recently I've noticed the CPU fan doesn't spin at boot when the rest of the fans spin up as part of the boot. The CPU fan seems to twitch, and then stays off. PC boots fine otherwise. CPU fan does come on when needed (quick firing of Prime95 forces it on, then it stays on thereafter).

Is this an issue or normal behaviour?
 
I use to have an AMD 64 3000+ (old one) that when I first booted the computer, it would come on for a few seconds then shut off. And when the computer was at operating temperature the fan would kick on, and stay on. It was weird, but the computer never over-heated and ran great.

Is this a new rig, or one you've had for a while? You could make sure it's in the proper CPU Fan plug on the motherboard.
 


I have noticed the fan does spin up if left in BIOS. The ambient temperature is quite low, with the cpu fan not kicking in until 35ish degrees. From a cold boot tonight, cpu was 20ish with no fan.
 


Sorry, I didn't explain very well. The fans do come on when the CPU reaches a certain temperature - I just found it odd they don't always spin at boot.
 


CPU fan is set to Normal as per the UEFI. I may give clearing the CMOS a go, but I'm yet to see any temperature spikes!
