Question "CPU Fan Error" and "CPU Over Voltage Error" ?

My PC won't boot because it shows this error everytime I open it. I've never overclocked the CPU before. It shows a CPU voltage of 2.779V for seemingly no reason. I've tried just loading the default BIOS settings and it still doesn't work. I can't get past the error. I'm suspecting this is a motherboard issue since the temperature also shows -1 degree Celsius but I don't really know. Can anyone help?

Yeah I have tried updating the BIOS. I also reseated the CMOS battery. I also reseated the CPU 8-Pin. None of these worked.
