Hi, so I turned on my computer for the first time and it loaded a message saying "CPU FAN Error" and below that it said, "Press F1," which I did and it took me to the BIOS. My CPU fan is a Hyper 212 Evo and it the BIOS, it says that my CPU FAN RPM is from 630-642. My CPU temperature is always about 29-32 degrees. It is not increasing at all. I also got the "CPU FAN Error." Is there anyone that can please help me out?

Solution
In the bios, there is a threshold rpm that generates the message.
It is a safety feature to insure that you have active cpu cooling.
You could lower that threshold if you wish.

Depending on the bios, you will have ways to control the fan speed.
Personally, I like setting it at a constant 900rpm
It is very quiet and less annoying than a constantly ramping up/down.

Can you please explain why it's low? Shouldn't CPU fans be around 1,000-2,000 RPM? My Case fan 1 is at 1400 RPM. I think something may be wrong because it says "CPU Error" when I load it up.

Cou fan error is not that uncommon. Most times this happens when either the fan is on its way out it the PSU is. What happens is the self diagnostic in your computer us running before the fan is getting up to speed.
In your bios you can set duty ranges, so set your threshold @ 300 rpm, min. Duty cycle @ 650-700 rpm and max duty cycle @ 2000 rpm, or their corresponding percentage.

Unless you are doing something highly CPU extensive, the fan won't ramp up much beyond idle speeds anyways. My CPU fan spins @ 300 Rpm idle or surfing the net @32*C so at 600+ rpm and @ 30*C, you are plenty good.
