cpu fan error

I boot the PC and the fan spins then stops and give me the CPU fan error. I installed a temp gauge and tested it while running games and it never overheats. What's goin on with my PC?

Is the CPU fan running when the system is on ? It should be running at all times, if not the fan may be going bad, If it is running all the time then the fan could be also bad there is a speed sensor that is part of the fan and it sends a signal to the Bios telling it the CPU fan speed.
